The Plan is going to describe
what is today the center of the city, define its functions and set rules and directions for the redevelopment of the areas within it.
Considering that the institutional limit
of the old historic center has now been exceeded and is now inconsistent with the developments and requirements of the areas within and adjacent to it, the Plan will propose an expansion, to include in areas that are unjustifiably left outside, and at the same time will investigate solutions and measures to protect tourist or commercial areas that are underserious degradation and abandonmen
